This paper describes a modelling tool running on the Excel spreadsheet software. With the introduction of the optimization solver in Excel it has become a practical platform for the development of visual interactive models even for relatively complex problems. The present model solves a dynamic multicriteria optimization problem describing the regulation of a lake-river system in Finland. This tool will be used by the authorities and the Finnish Environment Institute (FEI) in demonstrating the possibilities for the regulation policy when optimized from the different perspectives of the stakeholders.
